CIPHER BRIEF REPORTING — A pair of prime U.S. army commanders warned Congress final week of risks of their areas of operations which may think about a possible battle with China: the catastrophic fallout from a battle over Taiwan; and the danger that the U.S. is falling behind in each army innovation and non-kinetic areas.
